Media, Information and Digital Literacy: “Concept” and “Tool” for Developing Media Literate Children and Youths Citizenship is article analyses and synthesizes the way in which Media, Information and Digital Literacy (MIDL) was employed to develop media literate citizens in the aspect of personal responsibility, participation, and justice orientation amongst Thai children and youths, which was reflected from the implementation and impact of projects relating to the social movement strategy on MIDL under the Child and Youth Media Institute (CYMI) during the period of 2013-2018. It illustrates the use of MIDL as; a goal oriented “concept”, which was, media, information and digital literate children and youths, a “tool” for area and issue based movement towards the building of inclusive city, and a mix of “concept and tool” to develop MIDL skills as well as to empower a sense of active citizenship. It argues that the empirical transformation of those participated in the projects indicates the value of MIDL in building conscious media users which has contributed to enhance a sense of citizen responsibilities, creative power and participation in driving democratic society that values ‘voices’ of all people. This projects the characteristic of critical citizenship.
